EU-U.S. Agreement Postpones Tariff Increase on American Whiskey

The European Union has agreed to extend the suspension of its tariffs on U.S. whiskey until March 31, 2025, averting a significant increase that was set to take effect in the new year. This decision comes as part of the ongoing steel and aluminum dispute between the United States and the European Union.

U.S. Trade Representative Katherine Tai, responsible for overseeing the negotiations, stated that the objective is to develop a collaborative economic strategy to promote fair and sustainable practices in the steel and aluminum industries.

The trade dispute, which began in 2018 following the U.S.’s implementation of tariffs on steel and aluminum under the administration of former President Donald Trump, led the EU to impose retaliatory taxes on select American products, including whiskey. These measures were part of the EU’s broader strategy to influence U.S. political decision-making.

Originally, the EU set the whiskey tariffs at 25%. The Distilled Spirits Council of the U.S. (DISCUS) reported that as a result, American whiskey exports to the EU decreased by 20% between 2018 and 2021, from $552 million to $440 million.

In October 2022, a mutual agreement was reached to temporarily suspend these tariffs until January 1 of the following year, at which point they were slated to double to 50%. However, the suspension led to a recovery in American whiskey exports to the EU, which saw a 29% increase in 2022, returning to the pre-dispute level of $566 million.

Tai expressed approval of the EU’s decision to continue the suspension of its tariffs on U.S. products, aligning with the U.S.’s recommendations for extended negotiations.

For the agreement to be fully realized, the United States is expected to similarly extend its suspension of steel and aluminum taxes imposed on the EU.

DISCUS has called on President Joe Biden to seek a permanent resolution to these tariff disputes. DISCUS President and CEO Chris Swonger emphasized the need for certainty in the market, stating that the potential reinstatement of tariffs could hinder the growth of American whiskey exports in a key international market.
