Initially, the United States had lifted sanctions on Venezuela’s significant oil and gas sectors six months ago, contingent upon an agreement reached between Maduro’s government and the Venezuelan opposition in Barbados last October. The agreement stipulated the organization of transparent elections under international observation. In return, the U.S. temporarily eased sanctions on Venezuela’s oil, gas, gold, and sovereign debt.
This diplomatic move marked a departure from the previous administration’s approach, aiming for engagement rather than exerting maximum pressure. The Biden administration hoped that dialogue with Maduro could contribute to resolving Venezuela’s ongoing crisis, which has resulted in a significant portion of its population seeking refuge abroad.
However, subsequent developments have indicated a failure on Maduro’s part to uphold the terms of the agreement. His government reportedly engaged in the harassment and detention of opposition figures, and prevented Maria Corina Machado, the opposition’s primary candidate, from participating in the elections despite her widespread support.
While a senior administration official acknowledged that Maduro had fulfilled some commitments, it was noted that his government fell short in crucial aspects. This decision reflects bipartisan concerns within Congress, where both Democrats and Republicans have advocated for reinstating sanctions due to Maduro’s apparent reluctance to hold elections where he would likely face significant opposition.
