The United States Treasury Secretary, Janet Yellen, has informed Congress that the government will exhaust funds to cover financial obligations by June 5 if the spending limit of $31.4 trillion is not raised. Yellen’s announcement, outlined in a letter on Friday, extends the potential default deadline from an earlier estimate of June 1.

During the week of June 5, Treasury is expected to make approximately $92 billion in payments and transfers, including a nearly $36 billion quarterly adjustment towards Social Security and Medicare trust funds, according to Yellen. The new deadline allows legislators more time to negotiate an agreement to increase the spending limit, crucial for avoiding a default that could have severe economic consequences.

Republican legislators, leveraging their majority in the House of Representatives, have sought cuts to social programs in exchange for agreeing to raise the debt ceiling. Talks between Republican House Majority Leader Kevin McCarthy and President Joe Biden’s administration aim to reach an agreement to raise the debt ceiling for two years, potentially until after the next presidential election. The negotiations may involve spending cuts for 2024 and a 1 percent cap on spending growth for 2025.

The relaxed deadline provides room for negotiations, but it remains uncertain if conservatives will push for greater concessions and spending cuts during the extended time. The Treasury Department highlights that the debt ceiling has been raised 78 times since 1960, with both Republican and Democratic administrations contributing to these increases.

While Republicans advocate for more restrictive requirements on benefits, Democrats resist new work requirements for benefit programs, emphasizing the need to decrease spending levels. The risks of default are significant, with potential consequences including credit downgrades, higher borrowing costs, and damage to the country’s global standing.

Reports suggest that McCarthy and Biden are nearing a deal, including increased military spending, repurposing unused COVID-19 relief funds, and cutting funding for the Internal Revenue Service. A cap on non-military discretionary spending is also under consideration. The potential deal, while likely impacting social safety net programs, may be more acceptable to Democrats than previous steep cuts proposed by Republicans.

The consequences of default are considerable, with warnings of an “economic and financial catastrophe” and potential credit downgrades. The impact on government services, payment prioritization, and potential delays in payments remain open questions. The Biden administration emphasizes the urgency for Congress to act and protect the full faith and credit of the United States.
