The U.S. Federal Bureau of Investigation (FBI) has announced its successful infiltration of BlackCat, the world’s second most prolific ransomware gang, affiliated with the Russia-based criminal group known as ALPHV. The FBI seized control of the group’s darknet website and released a decryption tool, providing over 500 victim companies the means to recover their systems. In response, BlackCat briefly regained control of its darknet site, offering 90 percent commissions for affiliates and lifting restrictions on targeting various sectors, from hospitals to nuclear power plants.

Speculations about a potential law enforcement action against BlackCat surfaced in early December when the ransomware group’s darknet site experienced downtime for approximately five days. BlackCat attributed the outage to equipment malfunctions and later restored its site.

Earlier today, the BlackCat website displayed an FBI seizure notice, accompanied by a search warrant from federal prosecutors in Florida detailing how the FBI disrupted the group’s operations. The FBI’s decryption tool facilitated the restoration of systems for more than 500 affected victims globally.

The U.S. Department of Justice (DOJ) reported that BlackCat, formed approximately 18 months ago, targeted over 1,000 victim organizations, employing encryption and data theft in its attacks. The group typically publishes stolen data on a BlackCat-linked darknet site if victims refuse to pay a ransom. BlackCat recruited operators from various ransomware organizations, including REvil, BlackMatter, and DarkSide, the latter responsible for the Colonial Pipeline attack in May 2021.

Operating on the “ransomware-as-a-service” model, BlackCat incentivizes affiliates to target high-value entities, offering them 60-80 percent of any ransom payouts. The remaining share goes to the individuals managing the ransomware operation.

Following the FBI’s intervention, BlackCat regained control of its darknet server, contesting that the FBI’s actions affected only a portion of its operations. The group claimed that an additional 3,000 victims would no longer receive decryption keys due to the FBI’s intervention. BlackCat also removed restrictions against targeting critical infrastructure, announcing a commission rate of 90 percent for affiliates.

The DOJ encourages individuals with information about BlackCat affiliates or their activities to submit tips through the State Department’s “Rewards for Justice” program, which offers rewards of up to $10 million. The program accepts submissions through a Tor-based tip line, accessible only via the Tor browser. The ongoing developments suggest potential back-and-forth control over the darknet site in the coming days.
