Probowangi Toll Road Package 3 Nears Completion, Aiming to Enhance Regional Logistics and Connectivity

The Probolinggo-Banyuwangi (Probowangi) Toll Road’s Package 3 has reached a completion rate of 74.9% as of March 2025, according to PT Wijaya Karya (Persero) Tbk (WIKA), the company overseeing the construction.

The Probowangi Toll Road is designed to improve access between Probolinggo and Banyuwangi, regions currently linked primarily by provincial roads. The new toll road aims to alleviate congestion on these existing routes, reduce logistics costs, and bolster the economic competitiveness of Probolinggo, Banyuwangi, and adjacent areas. Projections indicate that travel times could decrease by 30% to 50%, leading to more efficient fuel consumption. Overall, the toll road is anticipated to lower logistics expenses by 10% to 20%.

Incorporating advanced technologies, WIKA has implemented Building Information Modelling (BIM) to enhance planning and design efficiency for the project. The company also utilizes geotechnical technology, including 3D mapping and drone surveys, to conduct more accurate land assessments. Collaboration with local governments and communities has been a priority, with efforts to support regional economic growth by employing local workers and subcontractors.

WIKA has also addressed social and environmental considerations during the construction process. Initiatives have included building village facilities, planting trees, and implementing flood prevention measures in areas surrounding the construction site as part of the company’s Corporate Social Responsibility Programme.

The Probowangi Toll Road is part of Indonesia’s broader infrastructure development strategy to enhance logistics efficiency and strengthen interregional connectivity. Upon completion, the toll road is expected to provide a more efficient transportation route, contributing to economic growth and improved mobility for residents and businesses in the region.

WIKA’s President Director, Agung Budi Waskito, expressed confidence in the project’s positive impact on Indonesia’s economic development and its role in facilitating sustainable and efficient transportation.

The Probowangi Toll Road is a segment of the Trans-Java Toll Road network, which aims to connect various regions across Java to boost economic activities and reduce travel times. The integration of this toll road is expected to enhance the overall connectivity between Java and Bali, especially with its connection to the Port of Ketapang, facilitating smoother transportation and logistics operations.

The project has also seen significant financial backing. In November 2023, PT Jasa Marga Probolinggo Banyuwangi (JPB), a subsidiary of PT Jasa Marga (Persero) Tbk, secured a syndicated loan of Rp7.3 trillion to support the construction of the Probowangi Toll Road’s first phase. This funding underscores the importance attributed to the project in enhancing national connectivity.

As the project approaches its final stages, stakeholders remain focused on ensuring that the toll road meets quality standards and serves its intended purpose of improving transportation efficiency and supporting economic growth in the region.
