U.S. and China Finalize Trade Deal with Tariff Cuts and Ongoing Talks

United States Treasury Secretary Janet Yellen has concluded her visit to Beijing, describing her extensive discussions with senior Chinese officials as direct, productive, and a step towards stabilizing US-China relations. Yellen’s visit, spanning four days, involved around 10 hours of bilateral meetings. Despite existing disagreements on various issues, Yellen emphasized the US does not view its relationship with China as a “great power conflict” but believes both nations can coexist and thrive.

The visit is part of the US’s ongoing efforts to mend bilateral ties with China, strained over several issues including Taiwan and technology. This diplomatic initiative includes Secretary of State Antony Blinken’s visit to Beijing last month and an upcoming visit by climate envoy John Kerry.

China’s official Xinhua news agency reported that Yellen’s meeting with Vice Premier He Lifeng resulted in an agreement to enhance communication and collaboration on global challenges, indicating a mutual commitment to continued dialogue.

Yellen’s visit aimed to establish deeper connections with China’s economic team, reduce misunderstandings, and explore cooperative opportunities, especially in areas like climate change. She expects this trip to facilitate resilient and productive communication channels and anticipates increased and regular staff-level contacts.

During her visit, Yellen addressed the concerns raised by Chinese officials regarding potential US restrictions on outbound investments. She assured that any such measures would be narrowly focused and implemented transparently, allowing for public input.

Yellen reiterated the US’s stance against economic decoupling from China, stating it would be detrimental for both countries and destabilizing globally. She emphasized the US’s desire for an open, fair, and competitive economic environment, expressing concerns about “unfair trade practices” and recent actions against American firms in China.

Regarding the war in Ukraine, Yellen underscored the importance of Chinese firms avoiding material support for the conflict or evading sanctions.

The success of Yellen’s visit in terms of deepening communication and setting the stage for future discussions was acknowledged, although no major breakthroughs were reported in resolving longstanding disputes. Analysts in China viewed Yellen’s approach as more rational and professional, anticipating that significant developments might be reserved for announcements by the top leaders of both countries.

The visit represents a significant step in restarting high-level communications and consultations between the US and China, which had been limited in recent years.
