Thailand’s cannabis market faces ongoing challenges as illegal imports from the United States continue to impact local growers and sellers, nearly a year after the decriminalization of cannabis in the country. Despite initial promises of economic growth, Thai businesses report being undercut by low-cost, illegally imported cannabis from the US, raising concerns among local entrepreneurs.

Thailand removed cannabis from its list of banned narcotics in June 2022, driven by Health Minister Anutin Charnvirakul’s campaign to position the nation as a global hub for medical cannabis. However, the absence of a formal regulatory framework, pending the passage of a cannabis bill by parliament, has left the industry in a state of uncertainty.

Reports suggest that foreign money is filling the regulatory void, with dispensaries across Thailand selling low-cost cannabis imported illicitly from the US. Local cannabis entrepreneurs state that brokers are offering untaxed, smuggled weed at significantly lower prices, creating an uneven playing field for domestic businesses.

Prajya Aura-ek, a licensed cannabis entrepreneur in Bangkok, highlighted the price discrepancy, stating that locally grown strains are priced at 300 baht ($9) per gram, while imports are sold at 150-180 baht ($4.50-$5.30) per gram. Despite concerns about illegal practices, the demand for imported cannabis remains high.

Under Thai law, recreational cannabis use is theoretically illegal, but enforcement varies, leading to the proliferation of cannabis shops and stalls in major towns and cities. The influx of tourists seeking recreational cannabis further exacerbates concerns among local businesses.

While the Bhumjaithai Party, instrumental in pushing for decriminalization, blames corrupt officials for the surge in illegal imports, industry players express frustration at the lack of clarity and protection for Thai growers. The party emphasizes the need for the Cannabis Act to address specific issues related to smuggling.

Despite estimates suggesting that the cannabis industry generated significant revenue for the local economy, concerns linger about the negative impact on domestic players. Some local growers have invested heavily in cultivation practices, only to find their products deemed expensive in comparison to cheaper imports flooding the market.

The Thai government grapples with enforcing existing laws and pushing for comprehensive regulatory measures, the cannabis industry faces a complex landscape shaped by economic interests, corruption, and international competition. The promises of a flourishing domestic industry remain unrealized, with the challenges highlighting the need for effective regulations to safeguard local businesses and foster sustainable growth.
