Amkor Technology Vietnam Seeks Government Approval to Import Used Machinery for Training Purposes

Amkor Technology Vietnam, a subsidiary of the U.S.-based semiconductor company Amkor Technology, has formally requested permission from the Vietnamese government to import machinery and equipment that have been in use for over a decade. This proposal was presented during a dialogue on March 4 between the Prime Minister and South Korean businesses operating in Vietnam.

The primary objective of this request is to utilize the imported machinery for training and technical practice programs within the semiconductor sector. Amkor’s initiative aims to enhance the technical proficiency of its workforce by providing hands-on experience with industry-standard equipment.

Supporting Amkor’s proposal, the Vice Chairman of the Bac Ninh People’s Committee has urged the Prime Minister to consider allowing high-tech and semiconductor manufacturers to import machinery, equipment, and technological lines that exceed ten years of usage. The recommendation includes recognizing these imports as legitimate business investments, thereby facilitating training activities within the industry.

Current regulations, as outlined in the Ministry of Science and Technology’s Circular 23, stipulate that starting from July 2026, only machinery, equipment, and technological lines used for no more than ten years from the date of manufacture will be permitted for import into Vietnam. Exceptions to this rule require specific approvals from relevant ministerial-level agencies.

Amkor Technology inaugurated its Bac Ninh factory in October 2023. The facility, spanning 23.1 hectares in the Yen Phong 2C Industrial Park, offers comprehensive solutions ranging from design to electrical testing. Initially, the project attracted an investment of $530 million. In July 2024, Amkor received an investment certificate for an additional $1.07 billion, accelerating its investment timeline by 11 years ahead of the original plan to invest $1.6 billion by 2035.

The company’s operations commenced in the third quarter of 2024, achieving an export revenue of $13.3 million by the end of that year. Additionally, Amkor Technology contributed $3.5 million in taxes during 2024.

The outcome of Amkor Technology Vietnam’s request to import used machinery for training purposes remains pending, as the government deliberates on potential adjustments to existing import regulations to support the development of the semiconductor industry.
