India’s ongoing negotiations with the European Free Trade Association (EFTA), aimed at fostering economic collaboration, face significant challenges as highlighted by a recent report issued by the Global Trade Research Initiative (GTRI). The report sheds light on concerns surrounding India’s trade deficit with EFTA countries, with particular attention drawn to the implications of Switzerland’s recent decision to eliminate import duties on most industrial goods for all nations, effective January 1, 2024. This development adds layers of complexity to the discussions and underscores the need for India to strategically navigate the negotiations to ensure favorable outcomes for its economy.

The bilateral negotiations between India and EFTA, comprising Iceland, Liechtenstein, Norway, and Switzerland, were initiated back in 2008 with the aim of establishing the Trade and Economic Partnership Agreement (TEPA). The overarching goal of the agreement is to bolster economic ties and facilitate smoother trade relations between the participating nations. However, the recent policy shift by Switzerland raises questions about the potential impact on India’s export prospects and the overall balance of trade between the two parties.

The GTRI report highlights several key areas of concern. Firstly, it points to the existing trade deficit heavily skewed in favor of EFTA countries, particularly Switzerland. India’s trade deficit with Switzerland stood at USD 14.45 billion in the fiscal year 2022-23, reflecting a substantial gap between imports and exports. This trade asymmetry underscores the importance of addressing structural imbalances and ensuring a more equitable distribution of benefits under the proposed agreement.

Secondly, Switzerland’s decision to abolish import duties on industrial goods from all countries, except for fishery and agricultural products, has significant implications for India’s export portfolio. Industrial goods accounted for a substantial portion of India’s merchandise exports to Switzerland in the fiscal year 2023, totaling USD 1.3 billion. The removal of tariffs on these goods could potentially undermine India’s competitive advantage in certain sectors, leading to heightened competition and reduced export revenues.

Moreover, the report highlights the challenges faced by Indian exporters in accessing the Swiss market for agricultural produce. Despite efforts to liberalize trade barriers, exporting agricultural goods to Switzerland remains a complex process due to various regulatory hurdles, quality standards, and approval requirements. This poses a significant obstacle to India’s efforts to diversify its export base and capitalize on emerging market opportunities.

In addition to trade in goods, the report also examines the implications for services trade under the proposed agreement. While the agreement aims to liberalize sectors such as IT, finance, tourism, and education, the potential gains for India in these areas are limited by existing policy constraints. Countries typically agree to maintain existing levels of policy commitments, implying a continuation of the status quo in service trade. Moreover, Switzerland’s stance on India’s request for priority visas for Indian professionals could further complicate negotiations in the services sector.

In conclusion, the GTRI report underscores the need for India to adopt a strategic approach in navigating the ongoing negotiations with EFTA. It emphasizes the importance of addressing structural imbalances in trade, safeguarding domestic interests, and securing a fair and mutually beneficial agreement. As India strives to enhance its position in the global trading system, prudent policymaking and effective negotiation strategies will be crucial in ensuring favorable outcomes for its economy in the evolving landscape of international trade.
