The Department of Homeland Security (DHS) has announced a new cybersecurity grant program aimed at state, local, and territorial (SLT) governments. Funded by the Bipartisan Infrastructure Law, this program allocates $1 billion over four years to enhance cybersecurity across various SLT governments. The initial funding available for the Fiscal Year 2022 is $185 million.
This grant program aims to bolster the cyber resilience of SLT governments, fortify the cybersecurity of critical infrastructure, and improve overall resilience against cyber threats. The Notice of Funding Opportunity (NOFO) has been released, marking the commencement of a 60-day application period for eligible entities. The program represents a collaborative effort within DHS, utilizing FEMA’s grant administration expertise in conjunction with the cybersecurity capabilities of CISA. This initiative is part of a broader strategy to raise awareness of cybersecurity threats and foster partnerships that mitigate these risks.
DHS Secretary Alejandro N. Mayorkas emphasized the importance of resourcing SLT communities to enhance their cyber defenses as part of a larger commitment to national cybersecurity. Mitch Landrieu, White House Infrastructure Coordinator, highlighted the significance of this investment in improving the digital connectivity and resilience of infrastructure against cyber threats.
CISA Director Jen Easterly encouraged eligible entities to apply for grants to strengthen critical infrastructure and community defense against cyber activities. FEMA Administrator Deanne Criswell reiterated FEMA’s readiness to support cybersecurity as part of its broader mission in disaster management.
Anne Neuberger, Deputy National Security Advisor for Cyber and Emerging Technology, and National Cyber Director Chris Inglis, both mentioned the commitment of the Biden-Harris Administration to innovative approaches in cybersecurity, reflecting the administration’s focus on a comprehensive cyber ecosystem.
The grant program, part of the State and Local Cybersecurity Improvement Act within the Bipartisan Infrastructure Law, aims to assist SLT governments in facing unique cybersecurity challenges. Funding will support the establishment of governance frameworks, vulnerability assessments, threat mitigation strategies, and the development of a modern cyber workforce. CISA will offer various resources, including state cybersecurity coordinators and advisors, to support these efforts. This initiative marks a significant step in improving national resilience to cyber threats, offering essential resources to SLT governments for enhancing network security and risk management. A separate tribal grant program is expected to be announced later in the year.
