SRA Streamlines Importation Process for Alternative Sweeteners

The Sugar Regulatory Administration (SRA) has revised its policies to simplify the importation process for sugar alternatives, aiming to reduce bureaucratic delays and facilitate smoother transactions for importers.

Key Changes in the Revised Policy:

  • Automatic Approval Mechanism: Applications will now be deemed approved if the SRA does not respond or identify discrepancies within five working days of submission.
  • Elimination of Specific Requirements: Importers are no longer required to provide an interisland shipping permit, pay the associated fee, or submit a notarized declaration regarding the genetic modification status of the sugar alternative.
  • Adjusted Clearance Fees: A clearance fee of P3 per 50-kilogram bag (equivalent to P60 per metric ton) is maintained for most sugar types. However, for fructose, the fee is set at P30 per 50-kg bag of raw sugar equivalent.

Required Documentation:

Importers must submit the following documents:

  • Letter of application
  • Bill of lading
  • Commercial invoice
  • Packing list
  • Certificates of origin and analysis

The SRA emphasized that applications lacking these documents will not be processed.

Classification of Imported Sweeteners:

Under the amended Sugar Order No. 04, issued on March 8, 2025, all imported sugar alternatives will be classified as “B,” designating them for domestic use.

Background and Industry Feedback:

The revisions address concerns raised by industry stakeholders regarding the previous policy, Sugar Order No. 06 (dated Nov. 18, 2024), which was criticized for potential processing delays and additional compliance costs.

The latest directive encompasses all “sugars” under heading 17.01 of the ASEAN Harmonized Nomenclature—such as sucrose, specialty sugar, and flavored syrups—and “other sugars” under heading 17.02, including fructose, lactose, glucose, dextrose, maltose, maltodextrin, maple sugar, and maple syrup.

These amendments reflect the SRA’s commitment to fostering a more efficient importation process for alternative sweeteners, balancing regulatory oversight with industry needs.
